Firstly, you upload the picture to a web server.

I use both

imageshack.us

and

filelodge.com

for that stuff.

With ImageShack, look for where it says Direct Link. Copy and Paste the URL.

With File Lodge, Right Click on the Link of the file name and left click properties. Copy and paste the URL.

Next, you put %26lt;img src="xxx"%26gt; Where xxx is the URL of the image.
